Brendan Barber was born in 1951 in Southport and educated at St Mary's College and London City University. He first joined the TUC in 1975 in the Organisation and Industrial Relations Department. From 1979-87 he was Head of the Press and Information Department before spending the period from 1987 to 1993 as Head of the Organisation and Industrial Relations Department. Brendan Barber was appointed to the Council of ACAS in 1995. He also joined the Council of Sport England in October 1999.
